Several cities have fully or partially unstandardized time formats in the output files (or at least in the links on the readme). I can't get your docker image up and running on my machine, so I can't replicate or fix the mistakes. Basically for all or a part of the data for each city, the PM indicators in the time/date data is dropped, causing many times to be in 12-hr format.

The Date format for the Original Time Queued and Arrived Time fields, in seattle.py, doesn't match the format used in the dataset.

Current format: '%Y-%m-%d %H:%M:%S.%f'
Correct format: '%m/%d/%Y %I:%M:%S %p'

Very minor, but every time I try to click the link in your README.md file to the Seattle CSV file with census tracts, it ends up just giving me an empty ZIP file. Any suggestions? I'd use the "all" dataset if I weren't working on limited computing power.

I tried to build an image, but when downloading the Fiona dependency, I get:

A GDAL API version must be specified. 
Provide a path to gdal-config using a GDAL_CONFIG environment variable
or use a GDAL_VERSION environment variable.
