Improve README

Improve `isSupported` getter to include `navigator` properties

The lib needs to access microphone using the navigator API with the permissions and mediaDevices properties which may be unsupported by some browsers.
The isSupported has to handle this use case by checking this support.

Crash on iOS 14.5

iOS browsers support the SpeechRecognition Web API from version 14.5.
However all related APIs are not fully implemented, SpeechGrammarList for example. That means, on iOS 14.5, the class crashes the app.
I think we should check if the SpeechGrammarList API is supported to run correctly the class.

Remove chore scope restriction from semantic-release config

Improve `isSupported` checking

The isSupported getter checks if both SpeechRecognition and SpeechGrammarList APIs are supported. However only SpeechRecognition is mandatory to make the lib working.
We should restrict the getter to this unique checking and improve the constructor to verify needed APIs are supported one by one.

Upgrade @untemps/user-permissions-utils

The last version of the dep fixes a minor issue and improves distribution
