-Removed Runtime.txt file. All runtime variables now entered in VCPy.main.py.
-Transformed previous modules, which were exclusively executable statements, into
 function definition files. VCPy.main.py is now the main driver of all executions.
-Fixed bug in speciated_spatial_allocation.py: allocation based on estimated
 emissions; not organic composition profiles.

VCPy.v2.0: Results and description

-Updated printing ink organic profile from SPECIATE profile 2570 to CARB profile 517.
-Removed O&G solvents. Will be covered in O&G Tool.
-Updated all allocation methods to be consistent with NEI methods.
-Speciated fragrances using average profile provided in Coggon et al 2021 PNAS SI.
-Added new sub-PUCs to facilitate mapping to SCCs. Now 34 sub-PUCs in total.
-Updated organic profiles for all industrial coating sub-PUCs to be consistent
 with circa-2020 modeling platform profile mapping (profiles themselves are much
 older than 2020).
-Summary output and speciated emissions (state- and county-level) now provided for
 both sub-PUCs and SCCs.
-Updated 1st-order speciation for industrial coatings to reflect water vs. solvent
 based reported sales from 2014 CARB coatings survey. Updated Automotive Refinishing
 1st-order speciation to 47.27% by using 5.2 lb/gal (EIIP Table 13.2-1) and a 
 11 lb/gal density assumption.
-Assumed 50% of allied paint products that are used as paint strippers, cleaners, 
 or solvents are disposed (i.e., feature post-use controls). This translates to 
 ~33% of the sub-PUC.
-SMOKE flat files are now output (county-level SCC emissions for TOG and VOC;
 formatted for direct input into EMF).
-Each sub-PUC is now able to be emitted indoors or outdoors. This is specified in
 the subpuc_percent_indoors.csv input file. All cleaning products, short use 
 personal care products, adhesives/sealants, and misc emissions are assumed to be
 entirely emitted indoors. All fuels/lighters, pesticides, and automotive 
 aftermarket are assumed to be entirely emitted outdoors. The rest are largely
 50/50. Indoor emissions are assigned a lower mass transfer coefficient to reflect
 more stagnant air conditions indoors and this is specified in the VCPy.main.py
 file.
