We want to wrap abigen command provided by geth.

We want to provide the ability to deploy contracts from bazooka.Deploy() for while using the bin files we will have to deploy contracts.

We want to create a toml file with a structure very similar to truffle-config

There are 3 functionalities that are needed to complete this issue:

1. Init (Create a sample configuration file which will be loaded with presets)
2. Parse the configuration and create either global config or add to context
3. Reset configration

We need to study all other existing chain interacting libs and come up with ways we can provide the same experience here and how we can interoperate with them possibly.
