Error should not trigger when a user enters a decimal as an amount about wallet

@annakaz Verified with latest build Test Flight build Valora app build v1.0.0 (15), Android Valora Mainnet build v1.0.0 (16) and found that issue is still reproduce.

• “Not enough celo dollars…” error message is shown when user enter decimal value in Amount (USD) field while “Buying/Selling” gold

Verified Devices: iPhone 7+ (13.3.1), Google Pixel Xl (8.1)

We can easily avoid this by not doing any input validation when the user enters a "." but keep the "next" button disabled

• Also it is observed that “Not enough celo dollars…” error message displayed if user enter Alphanumeric/Letters by pasting from clipboard in Amount field on Buy /Sell CELO page.
