Revoke Phone Number in app about wallet

It is possible for additional accounts, other than the current user's account, to be associated with a user's phone number. The most common case of this is if the user loses access to an account and creates a new one. In this case, there will be an attached account that the user cannot remove from the phone number. What should we show the user in this case?

Looking into this briefly, I believe this line is what prevents the same account from being associated with a phone number they were previously revoked from. https://github.com/celo-org/celo-monorepo/blob/master/packages/protocol/contracts/identity/Attestations.sol#L288

It does indeed look like a bug (or at least a design limitation). It's worth noting that a new number can be associated with the same account, or a new account can be associated with the same phone number.
