Linuxkit node with encrypted root volume is not supported

When the linuxkit node has an encrypted boot volume, the build node does not have access to the CMS key. We should have an input parameter that contains the ARN to the key and set up the node's instance profile policy to include access to that key.

Version constraints inside provider configuration blocks are deprecated while updating the terraform version 1.0.0

Unable to find qemu within the $PATH

While linuxkit is creating the raw file I get the error:

Unable to find qemu-system-x86_64 within the $PATH

It might be a side effect of upgrading AMI in #3

Linuxkit install no longer working

Installing linuxkit from source is no longer working. This has to be fixed by using the binary install.

Maybe adding a parameter to the terraform module with the URL to the github artifact is a nice way to control linuxkit versions? This way we can use official releases of linuxkit by default, but point to another artifact in case you want to have a newer version.
