If you're asking how you can edit the library for yourself, just change these two lines:

window.addEventListener('mousemove', this.onMouseMove);
...
window.removeEventListener('mousemove', this.onMouseMove);

to this:

this.element.addEventListener('mousemove', this.onMouseMove);
...
this.element.removeEventListener('mousemove', this.onMouseMove);

which will bind/unbind the event listener to whatever element you passed into parallax().

I haven't tested this but that should at least get you close enough to figure it out.

@markimark do you still need this? I have been doing a lot of work on parallax over the last few weeks and have closed all but a couple of issues and feature requests. Though it is doable, it seems like a very odd interaction model and I was wondering if you still felt that it was useful and if so, would you mind elaborating on your use case a little before I go ahead and devote some time to this. For the time being I am going to close this issue, but please reopen it with your rationale if you are still in need of this.
