ARM64 native support

Currently only builds for x86/x64 because those are the only architectures supported by D3DX9.

Once moved to DirectXTex, a native ARM64 version would be helpful.

ARM64 native is supported by MFC.

Cmake support

Add a CMake project and Presets file for this tool using VCPKG for dependencies.

Legacy dxtex.exe tool needs updated

  • Use VS 2019 tools and the Windows SDK

  • Use the Microsoft.DXSDK.D3DX NuGet initially, then port to using DirectXTex instead.

  • Support BC4, BC5, BC6, BC7 and other DXGI formats

  • auto, nullptr, constexpr

  • Remove TCHAR, convert from MBCS to Unicode.

  • Remove strsafe.h in favor of Safer CRT

  • Warning level 4, SDLCheck, and Conformance

  • /Zc:__cplusplus, /guard:ehcont, /ZH:SHA_256

  • Needs support for "DX10" extension DDS files; use latest DDS.H and add additional variants

  • Remove Direct3D 9 usage in favor of CPU only DirectXTex. Currently makes use of Direct3D 9 REF device so requires the "Graphics Tools" optional feature.

  • Tone-mapped view of HDR
