Fillup bytes for prefixes smaller than 4 bytes

Currently when creating prefixes smaller than 4 bytes, the remaining bytes
result in empty bytes which are not filled up on parsing, which results on
Result::Err when running FromStr on an instance with a prefix of 3 bytes or less.
