Mob spawn Wilderness Rules are not properly working for claims

Version: HuskClaims 1.0.2

Description: Magma cubes and ghasts still spawn inside claims with the flag MONSTER_SPAWN disabled, and don't spawn with the PASSIVE_MOB_SPAWN flag disabled, the intended behaviour should be the opposite.

How to replicate:

1. Create an operation group for monster spawning and another for passive spawning.
2. Create a claim in the nether dimension with proper platforms to allow ghasts and magma cubes to spawn.
3. Run the command to disable monster spawning on that claim. Ghasts and magma cubes still spawn in that claim.
4. Run the command to disable passive spawning on that claim. Ghasts and magma cubes no longer spawn in that claim.

Side note: I have not tested any other mob, this might affect other hostile mobs.

PLAYER_DAMAGE_MONSTER does not account for non-Monster enemies

e.g. Phantom -- https://hub.spigotmc.org/javadocs/bukkit/org/bukkit/entity/Phantom.html -- which inherits Enemy instead of Monster (though ought to be reasonably killable via this flag)
