Currently some submodules are wrapped to comply with target based cmake.

The following repos should be updated so the SDK does not need to wrap them anymore:

• lib_xs3_math
• lib_l2_cache

Less important, but also should be updated eventually:
lib_otpinfo
lib_src
lib_random

app_pll_ctrl.c is being copy pasta'd into all examples and projects (9 places so far):
