AM/PM math is broken?

Using the current date and my auto-detected location (which is pretty much right), here's what this is telling me:

First browser is Chrome 84.0.4147.135, second is Safari 12.1.2.

Was just chatting about this with Kathryn, who not only gets correct results but also has a 24-hour clock display (of which I'm envious). Smells like maybe some kind of locale problem? I've got things set to EN/US.
