Steps:
- Include <dsound.h>

b. Create an LPDIRECTSOUND instance
c. Call the DirectSoundCreate function and check for success using the SUCCEEDED macro
d. Call the SetCooperativeLevel and set the level to PRIORITY
e. Check if the function succeeded and if not, add a TODO for diagnostic - "Create" a primary buffer
a. Create a BUFFERDESC instance and set its members.
