2. Create a Win32InitDSound function
3. Load the library - dsound.dll

5. "Create" a primary buffer
   a. Create a BUFFERDESC instance and set its members.

   c. Check if the function succeeded, if it did, create a WAVEFORMATEX instance and initialize it
