通过 Service Worker ，可以实现：
- 当服务器不可用的时候，仍然能使用上一次加载的页面，从而保证基础功能的使用，也方便导入导出数据；
- 当默认服务器不可用的时候，可以自动 fallback 其余备用服务器；
