检查用户是否具备某种身份
- 用于无需判定其所属组织机构时的权限设定
- 建议函数：

actors.where(membership: ship).count > 0
end全局角色
只包含身份与应用关联的角色，如 “科技管理系统::系统管理员”，以避免在一些应用中难以设置的问题。
这仍然不是最佳的解决方案，最好的形式是这样子的：
