URGENT: registration screen is not designed

admin server should not notify patient of empty chair without direct external trigger

Currently we have several points where the server decides on its own to notify a patient that a chair is open, for instance, when the number of patients on the queue is smaller than number of chairs.
This is incorrect behaviour becuase there could be external circumstances influencing the nurses will to accept more patients rather than the number of chairs available.
The only way to send push notification to the user should be by the nurse clicking on the relevant summon a patient button on the admin screen.
