Software entry: URLs don't work if they have a tilde

Distinguish the purpose of
"Is there any information about uses of this software (papers, research labs, etc) ?"
vs
"Are there any publications where the software is used ?"

Software versions

The entry doesn't ask what particular version is being identified. It seems to ask for information that is not version specific. How to describe specific versions and deal with updating them?

how to say that the metadata describes a specific version
the text for the DOI is confusing since it seems you can specify a DOI for the SW or a version (but can't attach a specific version. see above)
how to update the metadata to describe another version of the sw without losing the metadata that already exists?
