Investigate an approach to maintaining the latest resources (modules) in alignment to the latest API Versions about resourcemodules

Can be achieved using the 'AzureAPICrawler ' module that we're already leveraging in our Pester tests. Further, @rahalan created a logic we can re-use to create issues based on that. We'd however need to make sure we're not creating issues to update the API verisons - and also created issues to fix failing pipelines (that fail due to the failing API versions).
