Yes, the timestamps of these .comments files are used by the discussion plugin and there was a problem which was also reported in #59. The problem was a change back in 2009 which had the effect that the .comments files were written too often, I've fixed this in 1eedfbc.
Concerning the question if this plugin is still maintained, I adopted this plugin some weeks ago and @lupo49 does some maintenance, too. How much I do depends on how much time I have/take. I would like to rewrite some parts of the discussion plugin in order to make its code less complex and easier to maintain but I don't know when I'll find the time.
