Locally deleted messages cannot be recovered or replied to

Repro steps:

• receive a message
• /inbox
• delete the message (locally)
• you can't get it back or reply to it

Sometimes Whisper as reply in group, didn't work

Sometimes Whisper as reply in group, didn't work
because delete the dict:

WhisperBot/whisperbot/messages_process.py

del user_steps[user_data]["najva"]

before the bot can set it in chosen_inline.py file

WhisperBot/whisperbot/chosen_process.py

Line 113 in 70c74ca

and "najva" in user_steps[user_id]

Possible solution

put a delay like asyncio.sleep on the top of that line that delete the dict
