it appears there's some way a room exists with a player that is not joined/ cannot join, and the state does nothing about it.

Expected: if a room is active, there is no game in progress, and at least 1 player is not present for over 30 seconds, all present players return to queue with priority and all not present players get removed from queue, and the room gets closed.

Best fix is a re-write of room handling.
