Install missing packages without interruption

@marisaaquilina and I got some feedback from the Jupyter community at the Berkeley Institute for Data Science regarding users looking to install missing packages as the notebook is ran. I think this signals users are looking to run multiple cells/entire notebook. We can explore having a toggle show up when multiple cells are selected(or may be always showed). If checked, users can run a notebook with packages being installed automatically. Users may like this enough for this to be default behaviour.

Catch STDOUT in dropdown

We already discuss this, but users might want to see stdout from pip (or conda, etc.). Let's hide it behind a drop-down below the extension's current buttons+messages.

Automatically catch NoModuleFoundError

We already discussed this, but I'm listing here for reference

When a notebook raises a NoModuleFoundError, we should catch that error and bring up a dialog that asks "Do you want to install in this kernel?" This would auto-populate the extension's form and install if they confirm.

Move Package Installer out of NotebookTools

Move both the PackageSearcher component and Package Not Found dialog out of Notebook Tools and into a pop-up on the top right, similar to the design of the Ctrl+F pop-up.
