[RTSS] Exhausted Connection Attempts... disabling OSD

I am getting the error message ([RTSS] Exhausted Connection Attempts... disabling OSD) with no OSD. I have attached the dxgi.log. Please let me know if you need anything else.

Game won't start at all

Black screen and "loading" circle mouse cursor. 0 CPU usage and around 170mb RAM.

Install instructions? Because of modding experience im sure you just need to copy too game directory but most people wont know this. Some kind of description? What does this even do? I was searching google for fallout 4 performance and i found a link too this. Also Im using reshade which also uses dxgi.dll. Is this compatible with reshade? Some kind of description of what this does would be great im all for better performance but i have no ideah what this actually does.

Is something like this viable for Marvel Heroes?

I'm asking because Fallout 4 runs about 10-15 FPS faster than Marvel Heroes, and I need all the help I can get to run it well.

Marvel Heroes relies heavily on everything - RAM, CPU, Network, Cache, and similar. Uses a heavily customized version of UE3.
