For tables that are already backed up and assigned a SYSTEM genetrated tag template, make sure that in next run we keep using the updated fallback policy and not the tagged one. Use only the last_backup_at field to identify the next run

On first runs with "Both" config, tagger sometimes is creating a tag for the first time but then it finds that the tag is already created (by a run of the other backup method). To solve this we need to create locks on tables per run and retry messages that belong to the same table in the same run.
