Curiously publishing from visual studio seems to make it work, but publishing from devops breaks it. Gives me something to work with.
differences I've noticed so far:
DevOps
- WEBSITE_RUN_FROM_PACKAGE = a Url
- FUNCTIONS_WORKER_RUNTIME not set
Visual studio
- WEBSITE_RUN_FROM_PACKAGE = 1
- FUNCTIONS_WORKER_RUNTIME = dotnet-isolated

seems to work with a devops deploy once FUNCTIONS_WORKER_RUNTIME = dotnet-isolated is set in the bicep.
Curiously it was running as isolated anyway as it's a program.cs w/ main function and the dependency injection was running.
So i'm guessing azure functions has some auto detection that's different when it's starting the functions vs when it decides if ti should run the grpc server?
