Thanks Pascal,

I think I'll throw a config RST_OVERRIDES or something of that nature, and pass the config to docutils.core.publish_parts. I'll include 'doctitle_xform': False in that config.

From conf.py.default:

...
RST_OVERRIDES = {
    'doctitle_xform': False,
}
...

From cache-control.py:

...
text = publish_parts(text, writer_name='html', settings_overrides=conf.RST_OVERRIDES)['html_body']
...
