I'd like to help with this, but not do it alone.

Everyone who has experience with previous PL applications to conferences and events should assign and help if they have time.

The question here is first to figure out what is the process at all. So read their website first. Then we will see if we want to apply. From what I noticed it seems that this year they do not have any formal program, but it will just be unconference. Or that you can propose to have a camp there and then organize things around that. Maybe this is too much for us at this time and we should skip this opportunity.
On the other note, if anyone from our team is going to the congress, they could do something there.

I don't think we have capacity to do it this year. But if anyone will be there and would like to take this over, you can reopend the ticket. (cc @andrenarchy, @nschloe)

I finally figured it out. It was published July 12 on this blog: https://events.ccc.de/2014/07/12/31c3-call-for-participation-en/
So next year at the end of July we should look there again.
