Remove prior rank role upon being Promoted

Description

In the event an officer manually promotes a user.
Their prior rank should be automatically removed.

Description

For performance and cost reasons running bots via serverless functions is generally speaking the path forward for scalability.

Setup IaC for render

Description

Currently render is configured manually.
Instead we should codify this configuration using either Terraform or Pulumi.
