asset precompile fails

During deploy, assets:precompile fails.

Manually, fails as well:

$ env RAILS_ENV=production bundle exec rake assets:precompile
/bin/ruby bin/rake assets:precompile:all RAILS_ENV=production RAILS_GROUPS=assets
rake aborted!
undefined method `split' for nil:NilClass

I added:

config.assets.initialize_on_precompile = false

to config/environments/production.rb helped get past this step.

db:migrate fails: "No such file or directory - pg_dump"

Here's what happens when I try db:migrate:

I tried changing the name of the pg_dumps folder to pg_dump. No dice.
