I think this died with pyscaffold, I can install it with setuptools-69.1.0 no problem:
python3 -m venv /tmp/venv
source /tmp/venv/bin/activate
pip install -e .@bbauerma maybe you can confirm this on your end as well before we close it.

I just tried with a fresh environment on linux, as suggested above, and I get the following error
ERROR: Failed building wheel for cartopy
ERROR: Could not build wheels for cartopy which use PEP 517 and cannot be installed directly
I guess I need to set up properly the venv - I'll check later

I tested new the installation instructions for Windows, and it succeeded, including all tests.
