pyscaffold and a make file are two different things
- pyscaffold is a Python project template generator, which we might want to replace with other tools (e.g. cookiecutter)
- make files could be used to generate a (virtual) Python environment and install its dependencies

My point is: can we get away from these painful issues orbiting around pip, pyscaffold, setuptools, etc?

it basically comes down to the dependencies of a package and the dependencies of the dependencies. a make file could allow you to take care of the dependencies and the dependencies of the dependencies (e.g. gdal could be an indirect depdency from another package, but the problem is that gdal is typically not straight forward to install)
even if you have here a make file, it doesn't solve the hassle/problem of setting up a Python environment for package using the equi7grid package, which again would need its own make file taking care of all dependencies.
