The values for false easting & northing stem from the initial definition of the seven zone boundaries.
The seven projection centres lie at the areal-weighted centre points of each zone, and the most lower-left coordinate was set to 0.0 m east & 0.0 m north (already in the projected space). With this, we get only positive coordinates.
In future major revisions, this will be reconsidered, and larger (and "chunkier") values will replace the false easting & northing, to accommodate recent changes of the zone boundaries following political/administrative changes in some borders.
