One more piece of info that may provide a clue: it worked at least as late as July 22 with the same Travis-CI configuration. It looks like control's setup file was updated to use control.version on Aug. 11 (commit 1f1aad4).

I've confirmed this with my own travis setup and am looking into it. version.py is borrowed from numpy and they also distribute it in their tarball, so it isn't immediately clear what is wrong.

This seems to work now that 0.7.0 is up on PyPI. Note that you can now install slycot with conda too, as follows:

conda config --add channels http://conda.binstar.org/cwrowley
conda install slycot
conda install control
